Pear Budget - Easy Budgeting For Everyone
Pear Budget is a spreadsheet based budgeting app that takes simple seriously. You need MS Excell or the free OpenOffice.org Calc to use Pear Budget. This is truly straight forward but is very useful. All instructions and needed tools are in plain sight.

Unfortunately, this one is no longer free (as in speech) and is soon to be no longer free (as in beer). The site has gone Web 2.0 and will soon be charging for the service. From their site:
"Totally free while in beta; after that, less than $2.50 per month"
